		<description><![CDATA[Wow. I attended the &#8220;Coffee and Conversation&#8221; meeting put together by the City of Federal Way today. They do this great thing where they convene community members just to talk &#8211; brilliant!
Each get-together is focused on one segment of the community such as business, education, non-profits and (today&#8217;s group) the faith-based community.

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Wow. I attended the <a title="Faith-based organizations network in the name of community service" href="http://www.pnwlocalnews.com/south_king/fwm/lifestyle/51039872.html" target="_blank">&#8220;Coffee and Conversation&#8221;</a> meeting put together by the City of Federal Way today. They do this great thing where they convene community members just to talk &#8211; brilliant!</p>
<p>Each get-together is focused on one segment of the community such as business, education, non-profits and (today&#8217;s group) the faith-based community.</p>
<p>The conversation, networking, idea sharing and possibilites that came out of thet meeting were awesome! People were exchanging business cards, getting on email lists, scheduling meetings &#8211; all in the name of working together to make the Federal Way community a better place.</p>
<p>Personally, I am excited because I will use some of my contacts to connect resources to kids in Federal Way schools.  I&#8217;m sure many others left with ideas of how they could partner to work together as well, to serve more, do more, help more and ultimately &#8211; change more.</p>
<p>This is the power of community.  Together, we are just better.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p><span style="font-size:12pt;">Federal Way &#8211; Communities In Schools (CIS) of Federal Way and Red Canoe Credit Union are partnering to collect school supplies for low-income students in Federal Way Public Schools.<br />
</span></p>
<p><span style="font-size:12pt;">From July 27<sup>th</sup> through August 14<sup>th</sup>, Red Canoe Credit Union will be collecting school supplies in a 14 foot canoe in the lobby of their Pacific Highway Branch in Federal Way.  Red Canoe Credit Union will then <strong>match</strong><br />
			<strong><em>pound-for-pound new school </em>supplies</strong>.<br />
</span></p>
<p><span style="font-size:12pt;">&#8220;This is a great way to leverage resources from the community,&#8221; said Tracy Oster, Executive Director of CIS of Federal Way.  &#8220;By partnering with Red Canoe Credit Union, and collecting their matching donations, we can serve more students and help more families.&#8221;<br />
</span></p>
<p><span style="font-size:12pt;">The Federal Way Community can help by donating supplies, volunteering to sort supplies and stuff backpacks or collecting supplies at a business location.  Supplies can be dropped off between July 27 and August 14<sup>th</sup> at the Red Canoe Pacific Highway Branch (33616 Pacific Highway in Federal Way), 8:30 am-5:30pm Monday-Friday.<br />

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p><span style="font-family:Arial;font-size:10pt;">As the Executive Director of Communities In Schools of Federal Way, I have to say, I love my job and I love my community.  One of the biggest challenges our staff and Board of Directors face is getting people in our community to volunteer.  I don&#8217;t think this is different from other communities. In fact, in talking to other volunteer recruiters, they say we are actually doing a &#8220;pretty good&#8221; job in Federal Way of getting people engaged. But &#8220;pretty good&#8221; just isn&#8217;t good enough.<br />
</span></p>
<p><span style="font-family:Arial;font-size:10pt;">FWPS has over 22,000 students &#8211; and of those, approximately 43% of them are eligible for free or reduced lunch. (The number this year will most likely be even higher.) That makes <em>nearly 10,000 students in our school distinct living at or below the federal poverty level</em>. Often these students face challenges to their success in school which have nothing to do with their academic abilities. Every one of those students – along with many others – would benefit from a one-to-one relationship with a caring adult.<br />
</span></p>
<p><span style="font-family:Arial;font-size:10pt;">Each school year, we get a list of students who are referred to our <a href="http://federalway.ciswa.org/about-us/programsoffered/pass-mentoring-program"><span style="color:#000099;">PASS Mentoring Program</span></a>. And each year, we end up with students that don&#8217;t get mentors, simply because there are not enough adults who take action and volunteer. I know that Federal Way and many other communities have caring adults who have a heart for education and youth. We get a lot of interest on our website and from the community. However, &#8220;having a heart&#8221; isn&#8217;t enough &#8211; <em>we need people to take action</em>.<br />
</span></p>
<p><span style="font-family:Arial;font-size:10pt;">I recently had a Board member who suggested we weren&#8217;t being &#8220;aggressive enough&#8221; in our recruitment of mentors. I believe what he meant was, there is such a need in the schools that we really need to figure out how to increase our mentor recruitment efforts exponentially so we can come close to serving the number of students that would really benefit from a one-to-one relationship with a caring adult. <br />
</span></p>
<p><span style="font-family:Arial;font-size:10pt;">The research on mentoring clearly shows that having a mentor can make a positive impact on a child in many ways. Children who have a mentor have improved academic performance, higher graduation rates, increased communication skills, improved peer/family relationships, improved self-esteem. In Federal Way, students who participated in our PASS Mentoring Program last year showed a 79% increase in attendance and 95% of the students were promoted to the next grade. Mentoring works!<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">Alexandria, Va. – Communities In Schools, the nation&#8217;s largest dropout prevention organization, is proud to announce that its founder, Bill Milliken, will be a recipient of the 2009 National Jefferson Award for Public Service from the American Institute for Public Service.  Milliken will be honored in the category of <em>Greatest Public Service Benefiting the Disadvantaged</em> for his forty years of work helping young people graduate and prepare for life.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">&#8220;I am touched and honored to receive this award.  Caring about young people is not just a job, it&#8217;s a calling, and it is the foundation of all that we do at Communities In Schools,&#8221; said Milliken.  &#8220;Each year, one out of three young people in America doesn&#8217;t gradate high school.  This is a fundamental moral justice and civil rights issue that affects all of us, and it&#8217;s an issue that we cannot ignore,&#8221; Milliken continued.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">Regarded as the &#8220;Nobel Prize&#8221; for outstanding community and public service, the Jefferson Awards were founded in 1972 by Jacqueline Kennedy Onassis, U.S. Senator Robert Taft, Jr. and Sam Beard.  The awards are based on the simple but powerful premise that one person can make a difference in the lives of others.  Past national winners include former president Jimmy Carter, former secretary of state Colin Powell and advocate Marion Wright Edelman.<br />

<p><a href="http://www.pnwlocalnews.com/south_king/fwm/opinion/47351737.html">Tito Hinojos’ recent Mirror column regarding high school diplomas and GED (&#8220;Wake up, it&#8217;s time for school&#8221; June 10)</a> is right on.</p>
<p>People who go back to get a GED should be viewed as someone who is more on the ball and worthy of hiring. To satisfy the GED requirements after you’ve dropped out is hard because there are too many other distractions. Those who persevere should be recognized as having the positive characteristics he listed to do a good job. Kudos to Mr. Hinojos for pointing this out.</p>
<p>But my issue is that there should not be that many GEDs granted. As he noted, there are certainly some students who are faced with situations that require dropping out, but I believe they are a very small minority. The vast number of kids who drop out simply do so because they can get away with it. Instead, they just need a little more support and guidance.</p>
<p>It has long been recognized that somewhere between 1 in 4 (or even 1 in 3) kids who start school will not finish high school. You have to wonder what those kids are doing later in their lives. As an example, research finds that about half of the 2.3 million people currently in our country’s jails did not finish high school. It costs almost $24,000 a year to house a single jailbird. This does not include the costs for the insurance paid out, the legal process, monitoring, etc. Do the math.</p>
<p>If we are truly looking to reduce our tax burdens, then we citizens need to put our shoulder to the issue of the high school dropout. We need to be strong and not accept any more high school dropouts. It is simply too expensive in more ways than just money.</p>
<p>How? By supporting any organization whose mission it is to help kids to stay in school. For instance, check out Communities in Schools (CIS). It is a national organization whose mission is to bring whatever community resources it takes to keep kids in school. Here in Federal Way, the CIS organization has a variety of programs. Currently, CIS mentors 60 kids in 12 schools. Next year, they hope to expand it to 110 kids in 15 schools.</p>
<p>CIS Federal Way also is beginning a program called Coordination of Resources (CORE) that provides information to educators to help kids with issues that prevent them from staying in school; from big stuff like getting glasses or dental work, to little stuff like getting a backpack to carry books. You can help financially or by providing a very small amount of your time to talk to a kid. Look into it.</p>
<p>Mr. Hinojos was right, we all have a problem and we cannot allow it to keep going the way it has been for decades. For so many reasons, kids who drop out of school should not be tolerated. So many of our kids here in your town just need a little help and guidance to stay in school, so join in and lend a hand. You’ll feel good about it and, in the long run, your pocket won’t mind either.</p>

Students had become quite devious in getting around the rules, such as erasing voice messages about an absence from school before their parents got home, Principal Lisa Griebel said.<br />

<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">With Jack in the Box, Albertson&#8217;s and apartments nearby, leaving Federal Way High School for a few hours was a common occurrence. Still, other students missed school by taking on adult responsibilities, including jobs, child care and babysitting.<br />

<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">At the beginning of the school year, a team at FWHS sat down and figured out some ways to combat the mounting truancies.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">First up was locking the parking lot during school hours, preventing students from driving off. The school resource officer began patrolling outside, preventing drive-by pickups of students.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">The team came up with a three-tiered response for students, which included changing the attitudes of both students and staff, who had become relaxed about an attendance policy that had no consequences.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">Consequences were now in spades for the infraction — consequences that went all the way up to court or suspension.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;"><strong>Team effort</strong><br />
		</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">Principal Lisa Griebel and her team, including attendance secretary Paris Shelby, assistant principal Jerry Warren and Becca Counselor Graciela Basilio, worked a lot with school role models — including minority students, ROTC cadets and athletes — to showcase the positives of showing up to class.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">School assemblies are no longer just pep rallies, but now are monthly recognitions for the five A&#8217;s: Athletic, attendance, activities, academics and art.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">&#8220;Ultimately if it doesn&#8217;t work though, then the team kicks in,&#8221; Griebel said.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">However, with the second and third steps, the gloves come off. Parents are phoned automatically each time their student is absent. The teacher calls when the absences become frequent, and students and parents are brought in for a meeting, first with the teachers, and if the truancy continues, with school administrators.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;"><strong>Language barrier</strong><br />
		</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">Basilio, who is fluent in Spanish, is able to communicate to the large number of Hispanic parents who were often unaware of the truancy situation due to the language barrier. Many parents are now so used to Basilio explaining and finding out what is going on that they will immediately call the school back and just ask for Basilio, who will then explain the situation.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">&#8220;Kids were using the language barrier to get away with it,&#8221; Griebel said. &#8220;Graciela has really helped with that.&#8221;<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;"><strong>The laws</strong><br />
		</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">In addition to notifying parents, students with problematic absences are sent to a workshop and must sign a contract. At the workshop, both the students and the parents are reminded of the law that states that students attend school.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">This law, known as the Becca Law, was enacted in the mid-1990s after 13-year-old Becca Hedman, a runaway who worked the streets as a prostitute and was murdered by one of her clients. Her father, Dennis Hedman, began working to change Washington state&#8217;s juvenile laws. Part of the law states that schools must file a truancy petition with juvenile court when a child has more than five unexcused absences in a month, or more than 10 in a year.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">If the detentions, Saturday schools, suspensions and intervention meetings don&#8217;t work, then the school files a petition, according to the Becca Truancy Law, which brings the case to court. So far this year, Griebel said the school has filed 97 petitions.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">One of the biggest hurdles is that no matter how much they change the students&#8217; mentality, with 20 percent mobility and incoming freshmen each year, there is a constant stream of new students who still don&#8217;t understand that attendance isn&#8217;t optional, Griebel said.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;"><strong>Progress</strong><br />
		</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">But they are making progress. Already, early numbers back from freshman monitoring reports saw FWHS with the highest increase in student attendance. Griebel and her team received the 2009 Innovator Award Winner from Daniel Satterberg and the King County Prosecuting Attorney&#8217;s Office a few weeks ago for their work as the best program for preventing truancy. Griebel was nominated by Nancy Saunders, Federal Way Public School Becca coordinator.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">Then there is the case of this year&#8217;s basketball state playoffs. One of the games occurred during the school day. Students needed a note to legally leave the campus to attend the game.<br />
</span></p>
<p style="background:white;"><span style="color:#444444;font-family:Arial;font-size:10pt;">&#8220;We had 300 kids lined up in the hallways,&#8221; Griebel said. &#8220;It was pandemonium for off-campus passes. We were writing a lot of notes.&#8221;<br />
